Current situation is that survey data is already being stored in KoBo tools, but with an upcoming requirement for linking past collected data with new surveys. Can odk-tables work on a KoBo backend?

KoBo tools and ODK-X operate based on different tool suites, so you would not be able to directly link them up. If you are starting in on longitudinal data collection you may want to switch to the ODK-X tools.
